Si l'on admet, d’une part, que la traduction constitue un moyen d'acculturation entre les peuples et de dialogue entre les civilisations, et qu’elle était et demeure toujours l'une des causes du progrès dans l'histoire de l’humanité, et si l’on admet, d’autre part, que la recherche et la production scientifiques dans le domaine des Sciences Humaines et Sociales sont ce qu'il faut soutenir dans nos sociétés arabes, il serait alors de notre devoir de nous interroger – en termes de diagnostic, d’évaluation et d’ouverture sur de nouvelles perspectives – sur la réalité de la traduction en sciences humaines et sociales dans les pays du Maghreb et dans les pays arabes en général (les sources, les méthodes, les approches, les études émergentes, etc.), son rôle dans le développement de la recherche, et la mesure dans laquelle les politiques des pays arabes misent dessus pour développer la recherche et l'enseignement et favoriser le rapprochement entre les peuples.
إذا سلّمنا أوّلا بأنّ الترجمة تمثّل وسيلة تثاقف بين الشعوب وحوار بين الحضارات، وهي في الآن نفسه سبب من أسباب التقدم والرقيّ في التاريخ الإنساني، وسلمنا ثانيا بأنّ البحث والإنتاج العلميّين في مجال العلوم الإنسانية هو ما ينبغي أن يُدعم ويُراهن عليه في مجتمعاتنا العربية، فجدير بنا في البلدان العربية عموما وفي بلدان المغرب العربي بالخصوص أن نتساءل – تشخيصا وتقييما وفتحا لآفاق جديدة – عن واقع الترجمة في العلوم الإنسانية والاجتماعية (أمهات الكتب، أهمّ المناهج والمقاربات، الدراسات المستجدّة، إلخ) ودورها في تطوير البحوث، وعن مدى مراهنة البلدان العربية عليها في رسم سياساتها من أجل تطوير البحث والتدريس ودعم التقارب بين الشعوب.
If we admit, on the one hand, that translation constitutes a means of acculturation between peoples and of dialogue between civilizations, and that it was and remains one of the causes of progress in the history of humanity, and if we admit, on the other hand, that scientific research and production in the field of Human and Social Sciences are what we must support in our Arab societies, then it would be our duty to inquire – in terms of diagnosis, evaluation and opening up to new perspectives – about the reality of translation in the human and social sciences in the Maghreb countries and in the Arab countries in general (the sources, the methods, approaches, emerging studies, etc., its role in the development of research, and to what extent the policies in Arab countries rely on it to develop research and teaching and promote rapprochement between peoples.
